LEAD-BASED PAINT REGULATIONS

As you are probably well aware, Lead-Based Paint (LBP) regulations can often be complicated and confusing. To make matters worse, some State Lead-Based Paint regulations are more stringent than Federal regulations and some local regulations are more stringent than State regulations. This 60 minute seminar will clarify the fundamental differences between Federal, State & Local Lead-Based Paint regulations and how they apply to your environmental project.
This seminar is taught by Mr. Santiago Concepcion. With over 29 years of experience working with hazardous materials and currently certified by the California Department of Public Health as a Lead-Based Paint Inspector/Assessor and Project Manager.

Cal Osha's Lead in Construction has been designed to protect workers who perform activities that may disturb lead-containing paints or other lead-containing materials. Lead exposure is a serious health issue for workers when lead-containing dust becomes airborne while conducting activities such as disturbing or removing lead-painted surfaces, or cleaning up areas where there is lead dust.
Lead can be a serious health hazard. Exposure to lead occurs by breathing of lead dust, fumes, or mist and by ingestion of lead dust by contamination of cigarettes, chewing tobacco, make-up, or food.
It is important that employers recognize the potential lead hazard of their job sites that might contain lead. Employers are required to conduct air sampling to determine airborne lead levels during tasks that could result in exposure. Until actual exposures are determined, workers are required to wear PPE appropriate to the task performed, including respiratory protection.
All workers who may be exposed to lead must be trained in the hazards of lead. Exposures above the action level (AL) or permissible exposure limit (PEL) will trigger additional requirements including engineering controls, proper housekeeping, washing facilities, respiratory protection, medical monitoring including blood tests, and additional air sampling. Employers must also have a written compliance plan.

Cossette Strassberg is an Environmental Health Specialist (EHS) with Los Angeles County Childhood Lead Poisoning Prevention Program. She supervises the field lead inspectors conducting the child lead poisoning investigation. She coordinates primary prevention activities such as promoting the use of lead-safe work practices through outreach,education, training, collaboration and partnership. Program for almost five years. She is also a California Lead
Certified Inspector/Assessor and a member of Environmental Health Healthy Homes Committee. She recently earned the national certification as Healthy Homes Specialist. She has been an EHS with LA County for 13 years.

Another Sucessful Indoor Air Quality Workshop by the Los Angeles IAQA Advisory Board

Steve Roquemore, Steve Rush, BJ Rogers and Robert Santanastasio (members of the Advisory

Board on the IAQA Los Angeles Chapter) recently held a IAQA Chapter Workshop.

The workshop included two inter-related industries, Cal OSHA and HVAC efficiency protocols. Dan is an Area Manager with Cal/OSHA Consultation Services and explained some of the existing & new standards for contractors. The topics included access and ventilation of confined space, new ladders rules, and respiratory awareness for your employees and yourself.

Vince Cord of Poly-Tech Environmental HVAC discussed common problems with the HVAC system possibly introducing contaminants into a building by the AHU (air handling unit) within our homes and the best reconstruction methods available in today's industry. Both of the IAQA guests answered questions and welcomed discussion brought on by the attendees including mold inspectors, mold remediation specialist and environmental laboratories.

Specialists in the Indoor industry, including inspectors and remediators, can obtain CEU (Continuing Education Units) from the IAQA and also obtain credits through the IICRC (The Institute of Inspection Cleaning and Restoration) and the AIHA (American Industrial Hygiene Association).

Dan is an Area Manager with Cal/OSHA Consultation Service

He will provide an overview of Cal/OSHA and information on the Enforcement unit, including what triggers an inspection, citations, and penalties. He will review Cal/OSHA's Consultation Services, a unit of Cal/OSHA that provides free on-site safety and health assistance to employers to prevent occupational injuries and illnesses. And Dan will discuss frequently cited regulations including:

· Injury and Illness Prevention Program (IIPP),
· Hazard Communication,
· Respiratory Protection,
· Heat Illness Prevention, and
